篇3:審計內部控制制度

審計內部控制制度

(一)制度管理

  醫院是否制定了相關的內部控制程序和控制辦法,且具有很強的可操作性;醫院建立的內部控制制度是否在日常的經營活動中得到有效的貫徹執行,并成為員工的行為規范;內部控制制度是否能夠滿足醫院管理的需要;

(二)建設工程項目管理

  建設工程項目在立項前是否從醫院發展大局出發進行了可行性研究,是否考慮項目投資的社會效益和經濟效益;建設項目是否實行招投標管理,招、投標是否按規定;

(三)醫療設備采購管理

  職能科室是否建立了完善的采購管理制度和規定;科室在采購環節各崗位的設置及職責是否明確;在重點環節如請購與審批、詢價與確定供應商、采購合同的訂立與審計、采購與驗收、付款審批與付款執行等足否建立不相容職務分離、制約和監督的機制,是否明確采購環節的審批權限

(四)實物資產管理

  主要審查實物資產的動態變化有無審批,會計記錄與實物保管是否相互分離與制約,有無各種實物資產被盜、毀損和流失。

(五)經濟合同、協議管理

  經濟合同的簽訂是否合法、合規;是否根據招標文件和中標人的投標文件簽訂;合同條款是否完整,意思表達是否嚴密;是否存在經濟風險的內容等。

(六)院內招標評議權管理

  確保評標過程中平等、公正的對待所有投標者。審查評標內容是否全面,評標標準是否合理、科學,評標標準是否含有傾向或者排斥潛在投標人的內容,是否有妨礙或者限制投標人之間的競爭現象。
